一、 采购条件
本采****点击查看公司****点击查看风电场 2×1.5MW 风机恢复重建项目叶片运输合同（以下简称“本项目”）建设资金已落实。项目已具备采购条件，现对该项目进行公开谈判采购。
I. Procurement Conditions
Funding has been secured for the blade transportation contract associated with the reconstruction of the 2×1.5MW wind turbines at the Ingenio Wind Farm—a project owned by Zuma Energía (Mexico) (hereinafter referred to as "this Project"). As the Project meets the necessary conditions for procurement, a public negotiation process is now being initiated.
二、 项目概况与采购范围
项目位置： 墨西哥胡奇坦市。
分包工程承包范围：
1.风机叶片提货、装车、绑扎、固定、防护及运输；
2.运输车辆、专用工装、叶片支架及相关运输设备的配置；
3.运输路线勘察、道路条件核查及运输方案编制；
4.超长、超宽等大件运输手续的办理，以及沿途交通协调、引导和护送；
5.运输过程中涉及的临时拆除、抬升、避让、清障及恢复工作；
6.叶片运输过程中的安全保护、防雨、防碰撞及成品保护；
7.叶片到达指定地点后的卸车及摆放就位；
8.运输过程中产生的车辆费、燃油费、过路费、许可费、协调费、保险费及其他相关费用；
9.运输过程中发生的叶片损坏、交通事故及第三方财产损失，由责任方承担相应责任。
II. Project Overview and Scope of Procurement
Project Location: Huchitan, Mexico.
Scope of Subcontracted Works:
1. Pickup, loading, lashing, securing, protection, and transportation of wind turbine blades;
2. Provision of transport vehicles, specialized tooling, blade cradles, and related transport equipment;
3. Route surveys, verification of road conditions, and preparation of transportation plans;
4. Processing of permits for the transport of oversized (extra-long, extra-wide) cargo, as well as traffic coordination, guidance, and escort services along the route;
5. Temporary removal, lifting, maneuvering around obstacles, clearing of obstructions, and restoration work required during transport;
6. Safety measures, rain protection, collision prevention, and protection of the finished product during blade transport;
7. Unloading and positioning of blades at the designated site;
8. Costs incurred during transport, including vehicle charges, fuel, tolls, permit fees, coordination fees, insurance premiums, and other related expenses;
9. Liability for blade damage, traffic accidents, or damage to third-party property occurring during transport shall be borne by the responsible party.
Quality requirements: Meet Mexican acceptance standards.
三、 响应人资格要求
响应人应同时满足以下资格条件：
资质要求： 具有独立法人资格
财务要求： 具有良好的财力状况，近三年无亏损。
信誉要求： 未被列入失信被执行人名单；****点击查看集团黑名单及禁入供应商名单。
税收要求： 响应人必须为增值税一般纳税人，能开具合法合规的增值税专用发票。
III. Respondent Qualification Requirements
Respondents must meet the following qualification requirements simultaneously:
Certificate Requirements:Possess independent legal person status.
Financial Requirements: Have sound financial standing and have no losses in the past three years.
Reputation Requirements:Not listed as a dishonest executor; not listed on the blacklist or prohibited supplier list of China Power Construction Corporation.
Tax Requirements:Respondents must be general VAT taxpayers and able to issue legal and compliant VAT special invoices.

IV. Obtaining Procurement Documents

五、 响应文件的递交
递交方式： 通过中国电**光采购网上传的电子响应文件。逾期上传或未按要求的响应文件，采购人不予受理。
V. Submission of Response Documents
Submission Method: Electronic response documents shall be uploaded through the China Power Construction Corporation's Sunshine Procurement Website. Late submissions or response documents that do not meet the requirements will not be accepted by the purchaser.
六、 发布公告的媒介
本公告在中国电**光采购网上发布。
VI. Publication Medium
