2、招标流程说明
3、 投标方应具备的必要合格条件
3.1 投标方总部必须位于**市、**省或**省内。
3.2 投标方注册资本 1.5亿或以上。
3.3 投标人需获得总部唯一项目授权。
3.4 建筑工程施工总承包资质：一级或以上。
3.5 机电工程施工总承包资质：一级。
3.6 装修工程施工总承包资质：一级。
3.7 拟派项目经理资质：[建筑工程一级建造师]。
3.8 拟派项目经理具有项目负责人安全生产考核合格证（B）类证件。
3.9 按要求提供项目经理近六个月社保证明(需有社保部门盖章)、劳动合同书。
3.10 本项目不允许联合投标。
3.11 企业(投标方)未处于被责令停业、投标资格被取消或者财产被接管、冻结和破产状态。
3.12 企业(投标方)没有因骗取中标或者严重违约以及发生重大工程质量、安全生产事故等问题，被有关部门暂停投标资格并在暂停期内的。
3.13 投标方必须提供2023年至2024年的财务审计报告及2025年1月至6月的财报（资产负债表、利润表和现金流量表）且连续两年无亏损。
3.14 完全满足招标人提供的总包合同招标条款。

4、 投标方需提交的材料及方式
4.1 资格审查方式： 资格预审
4.2 提交报名资料的截止时间为：2025年9月19日18时。
4.3 投标方提交报名资料的方式及说明如下：
第一阶段投标方资格预审与评估将以RFI（Request for information）的形式通过招标人Ariba流程进行线上信息收集，操作说明如下：

2). 招标人收集以上基本信息后进行Ariba系统用户**。
3). 投标方收到来自Ariba的系统邮件，根据下方视频指导完成注册。

4). 投标方登录Ariba系统，完成RFI问卷及提供相应资质材料后提交。

2、Description of the bidding process
3、 The necessary qualification conditions that the bidder must have
3.1 The bidder's headquarters must be located in Shanghai, Jiangsu Province or Zhejiang Province.
3.2 Registered capital of the bidder is 1500 million CNY or above.
3.3 The bidder must obtain the sole project authorization of the headquarters.
3.4 General contracting qualification for construction projects: Level 1 or above.
3.5 General contracting qualification for mechanical and electrical engineering construction: Level 1.
3.6 Decoration project construction general contracting qualification: Level 1.
3.7 Qualifications of the proposed project manager: [Construction engineering first-class constructor].
3.8 The proposed project manager has the project leader's safety production assessment certificate (B) certificate.
3.9 Provide the project manager's social security certificate for the past six months (with the seal of the social security department) and the labor contract as required.
3.10 Joint bidding is not allowed for this project.
3.11 The enterprise (bidder) is not in a state of being ordered to suspend business, disqualify from bidding, or have its property taken over, frozen, or bankrupt.
3.12 The enterprise (bidder) has not been suspended from bidding by the relevant departments due to fraudulent bidding or serious breach of contract, as well as major project quality and safety production accidents, and is within the suspension period.
3.13 The bidder must provide a financial audit for 2023 2024 and 2025 Jan to Jun financial (balance sheet, income statement and cash flow statement) with no losses for two consecutive years.
3.14 Fully meet the bidding terms of the general contract provided by the tenderer.

4、 Materials and methods to be submitted by the bidder
4.1 Qualification review method: Prequalification
4.2 The deadline for submitting registration materials is: 18:00 on September 19, 2025.
4.3 The bidder's method and instructions for submitting registration materials are as follows:
The first stage of bidder prequalification and evaluation will be in the form of BBRAUN RFI (Request for information) through the bidder's Ariba system to collect information online, and the operation instructions are as follows:
1). The bidder provides the full name of the company, the city, zip code, contact person's name, mobile phone and email address information on .
2). The tenderer collects the above basic information and then creates a new user in the Ariba system.
3). The bidder will receive a notification email from Ariba and complete the registration according to the video instructions below.
