一、 采购条件

本采购项目墨西哥P20-BC1恩塞纳达区域**低电****点击查看电站土建工程分包合同（以下简称“本项目”）建设资金已落实。项目已具备采购条件，现对该项目进行公开谈判采购。

I. Procurement Conditions

The funding for the substation civil works subcontract for the Mexico P20-BC1 Ensenada Region Southern Low Voltage Problem Solving Project (hereinafter referred to as "this Project") has been secured. The project is now ready for procurement, and open negotiation procurement is hereby invited for this project.

二、 项目概况与采购范围

项目位置： 墨西哥圣廷金市。

分包工程承包范围：

1. 场地清理、测量放线、土石方开挖、回填及压实等场地工程；

2. 各类设备基础施工，包括STATCOM设备基础、断路器基础、隔离开关基础、电流互感器、电压互感器、避雷器等一次设备基础，以及其他混凝土基础；

3. 各类钢筋混凝土结构施工，包括垫层、独立基础、设备基础、小型基础、预埋件及地脚螺栓安装等；

4. 电缆沟、管沟、预埋管道、检查井、通风设施及相关附属土建工程；

5. 站区排水系统、消防系统土建部分施工；

6. 控制室扩建及建筑装修相关土建工程；

7. 站内道路、混凝土地坪、碎石地坪、成品地面及其他场坪工程；

8. 临时线路及相关杆塔基础土建施工；

9. 与土建施工相关的模板、钢筋、混凝土浇筑、养护、防腐、防水、预留预埋等全部施工内容；

10. 配合机电设备安装所需的二次灌浆、孔洞封堵、预留预埋及成品保护工作；

11. 施工过程中产生的建筑垃圾清运、现场文明施工、安全防护、环境保护及施工区域恢复工作；

12. 配合工程验收、试验检测、竣工资料整理及缺陷责任期内的质量缺陷修复工作。

质量要求： 符合墨西哥验收标准。

II. Project Overview and Scope of Procurement

Project Location: Santinín, Mexico.

Subcontracted Works Scope:

1. Site clearing, surveying and setting out, earthwork excavation, backfilling and compaction, and other site engineering;

2. Construction of foundations for various equipment, including STATCOM equipment foundations, circuit breaker foundations, disconnector foundations, current transformers, voltage transformers, surge arresters, and other primary equipment foundations, as well as other concrete foundations;

3. Construction of various reinforced concrete structures, including foundation layers, independent foundations, equipment foundations, small foundations, embedded parts and anchor bolt installation, etc.;

4. Cable trenches, pipe trenches, embedded pipelines, inspection wells, ventilation facilities and related ancillary civil engineering works;

5. Civil engineering construction of the station area drainage system and fire protection system;

6. Civil engineering works related to control room expansion and building decoration;

7. Station roads, concrete floors, gravel floors, finished flooring and other site leveling works;

8. Civil engineering construction of temporary lines and related pole and tower foundations;

9. All construction work related to civil engineering construction, including formwork, reinforcement, concrete pouring, curing, corrosion protection, waterproofing, and pre-installed embedded parts;

10. Assist with secondary grouting, hole sealing, pre-embedded and reserved work, and finished product protection required for the installation of electromechanical equipment;

11. Clean up construction waste generated during construction, ensure civilized construction on site, implement safety protection, environmental protection, and restore the construction area;

12. Assist with project acceptance, testing and inspection, compilation of as-built documents, and repair of quality defects during the defect liability period.Quality requirements: Meet Mexican acceptance standards.

三、 响应人资格要求

响应人应同时满足以下资格条件：

资质要求： 具有独立法人资格

财务要求： 具有良好的财力状况，近三年无亏损。

信誉要求： 未被列入失信被执行人名单；****点击查看集团黑名单及禁入供应商名单。

税收要求： 响应人必须为增值税一般纳税人，能开具合法合规的增值税专用发票。

III. Respondent Qualification Requirements

Respondents must meet the following qualification requirements simultaneously:

Certificate Requirements:Possess independent legal person status.

Financial Requirements: Have sound financial standing and have no losses in the past three years.

Reputation Requirements:Not listed as a dishonest executor; not listed on the blacklist or prohibited supplier list of China Power Construction Corporation.

Tax Requirements:Respondents must be general VAT taxpayers and able to issue legal and compliant VAT special invoices.

五、 响应文件的递交

递交方式： 通过中国电**光采购网上传的电子响应文件。逾期上传或未按要求的响应文件，采购人不予受理。

V. Submission of Response Documents

Submission Method: Electronic response documents shall be uploaded through the China Power Construction Corporation's Sunshine Procurement Website. Late submissions or response documents that do not meet the requirements will not be accepted by the purchaser.

六、 发布公告的媒介
